ITANAGAR, July 5: While hearing a complaint lodged by one Toko Nikam against PIO of SP office Ziro for delay in furnishing information, the Arunachal Pradesh Information Commission in its order on June 30 has directed the SP office Ziro to pay compensation of Rs 25, 000 to the complainant within a month’s time. The PIO had delayed in furnishing the information sought by 71 days. However, liberty is given to public authority (SP office Ziro) to take recourse of judicial review under Article 226 of Indian Constitution, if so advised.

ITANAGAR, Jul 5: The Apatani community of state today celebrated Dree -
Conveying his apologies to the Dree Festival Celebration Committee, Ziro for not being able to attend the celebration due to the Planning Commission Meeting at Guwahati, the Chief Minister in his message to the Committee, said: “I would like to commend Padi Richo and all the members of the Festival Committee for putting this event together. It is indeed a sign that our vibrant culture today survives against all odds. My best wishes and goodwill have been there, and will always be there with the people of Ziro”. In the capital, main celebration took place at Dree ground, Papu Nallah. Large number of citizens including people from other communities turned up to witness the grand Dree celebration.
Colourful cultural programmes bewildering the audience were presented during the day. In his address on the festive occasion Sena said “our state is not only blessed with nature's bounty but also by various tribes which adds to the colour of Arunachal.
Describing the historical evolution of Arunachal since the days under union territory, Sena said “We have achieved a lot in the span and today we have a young breed of Arunachalees who are ambitious”. ITANAGAR, Jul 5: NSCN problem has become synonymous with Tirap and Changlang districts in the last few years. Both the factions of NSCN are active in two districts and carry out extortion from local citizens and government employees. They have spread their wing to other parts of state and it is widely believed that many rich businessmen and senior officers of Itanagar pay protection money to both factions of NSCN. However it is in Tirap and Changlang where they have strong presence.
It was from the year 1997-
Taxes are being collected by both the faction of NSCN. In fact as per the highly placed source, Tirap and Changlang generate highest revenue for UG groups. Various cadre of NSCN from other states jostle to get posting in these two districts. While talking to this journalist one local citizen of Khonsa informed that though many local Arunachalee join NSCN, they never get the so called “plum posts”. “We get to hear that the higher ranks are reserved for outsiders and Arunachalee cadres remain only in lower rank. Also when factional fight breaks out, only local lower rank Arunachalees fight among themselves and those coming from outside keeps away,” shared one villager.
The local citizens are also worried about concentration of outsider in parts of Tirap.

“We are not against those people who have made Poakkoam village as their home. But at times we are worried about consequences we may have to face for letting them settled here. Chakma refugee is classic example of how settlers become masters. We don’t want similar situation in our district. We also feel that UG groups are encouraging them to settle here for their benefit,” said a villager of nearby Khonsa town.
The most traumatic part for local villagers is to be caught between UG groups and army. “When UG people come to our villages, we have no choice but to shield them from army by putting our own life at risk. If we don’t listen to UG people they kill us and if we protect them army torture us. Both ways our life is at risk,” informed a villager. Such chaotic situation along with underdevelopment and poverty has made life miserable for the citizen of Tirap.
UNO calls for effective mechanism to tackle law and order situation
ITANAGAR, July 5: The United Nyishi Organization expressed its serious concern over the increasing deteriorating law and order problem in the state capital, which needs to be addressed on priority basis.
“The people of the state capital have been facing a state of lawlessness” the UNO said, adding, ‘criminals are roaming freely in capital as there is no effective mechanism to give exemplary punishment to the criminals.
‘Law and order scenario is going from bad to worse’, this is evident from the planting of a pistol and bomb in the car of RTI activists and accused was let off on bail by the judicial magistrate, arrest of few anti social elements by Naharlagun Police on 29th of June 2011 with some prohibited bore rifles like 9mm pistol and Chinese made. 351 assault rifles and some live immunizations from their possessions and let them off easily are some of the examples, which shows that state capital is no more safe for common people. It said that all illegal arms and ammunitions are easily available and anybody can be executed by the anti social elements at any point of time.

sympathizer of NSCN (IM), Lowangdong, who is also the head chief -
Earlier, 19 AR in a release issued on June 25 had claimed that no innocent individual has been picked up or interrogated by AR. Denying torture to Lowangdong, the release further said, Lowang was called on June 25 for formal interaction at Bn HQ, Khonsa and after interrogation he was sent back. AR, however, said that they had to call Lowang as he is a sympathizer of NSCN (IM) group.
On 27th June 2011, a meeting was organized by the All Tirap Students’ Union (ATSU) and the Nocte’s Women Organization (NWO). After the meeting at Khonsa Circuit House Conference Hall, the ATSU and NWO submitted a memorandum to the DC and the DC had assured to speed up for registering a case against the responsible officer of AR, Lonwangdong said adding on the same day, the public of Khonsa Township registered their protest by closing the entire market area.
According to Lowangdong, the 19 AR Commanding Officer called the students and women leaders to meet him to resolve the matter mutually. He had also reportedly admitted his officer’s guilt and assured to seek apology from the Khela Chief.
However, Lowangdong claimed that the same day the 19th AR gave a contradictory press statement alleging him of being involved in unlawful activities with the NSCN (IM).

This seasonal festival is celebrated colorfully with traditional fanfare basically to receive blessings from divinities for all sorts of protection to the crops so that granaries of the people are fully filled with the produces after rich harvests. Now Dree in its modernized form is celebrated by the Apa Taniis everywhere even outside Arunachal Pradesh.
It is enthusiastically celebrated in places like Delhi, Shillong, Guwahati, Kolkata
(Calcutta) and other places. It fosters love and affection, unity and brotherhood
leading to national integration. Infact, Dree is celebrated both for bumper harvests
and bringing love and affection, unity and integrity and fraternity and fellow-
The Dree festival helps in promoting traditional dresses and costumes, ornaments
and jewelries, arts and crafts, songs and dances, foods and drinks, folklores and
sacred literatures, games and sports and moral and human values. It helps us to preserve
our rich cultural heritage and also to revitalize our age-
The festival also attracts domestic and international tourists and promotes tourism which generates revenue for the Government. Besides, literary and academic activities, cultural and sports (both traditional and modern) capabilities are also duly encouraged through appropriate incentives.
In a way, this festival is a perfect platform especially for the upcoming youngsters to showcase their talents in various fields. This festival is also a nice occasion to make friendship and bring goodwill to oneself from others and as also to show regard and respect to one's elders and priests. It is also a suitable occasion and opportunity to invite guests to not only in festival celebration ground but also in one’s house as a token of goodwill and friendship. It would not be out of place to mention here that it is an appropriate occasion/opportunity to learn/display oratory, leadership, team spirit and organizing skills.
Moreover, it is a very good opportunity to test one’s entrepreneurial skill and earn a few bucks with all dignity. ITANAGAR, July 5: All Papum Pare District Students’ Union (APPDSU)has unanimously decided to take up the alleged land encroachment issue of the Govt. Mani Middle School by taking into consideration the ‘gravity of the prevailing situation’ as well as in the greater interest of the school fraternity.

ITANAGAR, July 5: The Arunachal Pradesh Civil Service Officers Association (APCSOA) strongly condemned the unfortunate incident that took place in the office chamber of West Siang deputy commissioner Amjad Tak yesterday.
The reported manhandling and physical assault of a District Magistrate in his office deserves criticism in strongest terms from all quarters, it said.
“In a democratic society, every individual or group has the right to seek justice if they feel that their rights have been infringed upon or denied.”
“In the instant case, the aggrieved individual or party should have ventilated their grievances to higher authorities or higher courts if they felt that they were denied justice by the district authorities,” APCSOA said.
“Sadly, the means of violence adopted by the individuals responsible for the incident is unbecoming of a civilized society and unprecedented in a peaceful state like Arunachal.”
APCSOA said that the incident has shaken the edifice of the DC/DM’s office which is considered to be the epicenter for justice and development in our country.
“If people start taking law into their hands and begin disobeying government authority, anarchy and violence would prevail in the land which is not at all desirable for our democratic set up,” APCSOA said, adding that the attack is not on Amjad Tak, but on the very institution of administration and administrative authority.
While expressing its solidarity with Tak and West Siang district administration, APCSOA urged the Government to conduct a discreet inquiry into the incident and take exemplary action against the persons responsible for the mishap so that such untoward incidents don’t recur in future.
ZPCs pleads for merger of DRDA with panchayat bodies

A single person can not fight against corruption in totality

This is apropos the news items published in a section of media recently wherein it was said that RTI activist and Sango Lamte Foundation chairman Payi Gyadi has targeted only two departments whereas 2000 illegal appointments were reportedly made in various departments.
In this regard I would like to mention here that Gyadi alongwith other seven student leaders of East Kameng had lodged an FIR against the Education Department of East Kameng on January 2. But conspirators targeted only Payi Gyadi only in that case.
In the present case also, five persons lodged complaint in Itanagar PS regarding illegal appointments of the Inspectors of Tax & Excise and the SCOs in Febraury last. But here too, Payi Gyadi is being threatened and conspiracy hatched to frame him up by planting explosive materials in his car. Now the conspirators pushed their sycophants to lodge so many complaints and FIRs against Payi in various places in East Kameng and Capital Complex only to harass him and divert his mind.
Only in two issues Payi has been facing so many harassment and also facing difficulties to hire a counselor. So, it is difficult for single person to fight all the said 2000 illegal appointments and other corruptions prevailing in the state.
So, I question the like minded people, organizations of the state, instead of questioning Payi Gyadi, why they are not fighting other illegal appointments in the state. I would like to question, particularly various unemployment organizations as to why they are keeping mum in this issues?
I, therefore, request to all individual and organizations to support Payi in his fight against corruption. If anybody discourage him, then tomorrow nobody will come up to fight against corruption in the state.

Negative impacts of bandh calls on tourism industry
Dear Editor,
Every people talk about the promotion of tourism industry in the state as this will be a major industry in future which will generate employment opportunities for the unemployed youth of the state. Yes, I, being the tour operator, do agree with the point. In every debate or seminar on tourism, every participant agrees that lack of infrastructures facilities and awareness of the people are the major problems for promotion of tourism industry in the state. But being a promoter of tourism/ tour operator of the state I don't think it is a major problem.
The major problems are insurgency, bomb blast, kidnapping in other North East and bandh culture in our state. Tourists are visiting the state to enjoy the tribal culture and to see the scenic beauty and for adventure activities. They think Arunachal is a very peaceful state but whenever there is a bomb blast in neighboring Assam, it creates a negative impact and tourists feel insecure to visit our state. Apart from insurgency problem in northeast including Tirap and Changlang, frequent bandhs by different organizations in the state is one of the major obstacles for promotion of tourism industry in the state.
To bring the tourists specially the foreign tourists in the state is not easy task. In order to bring the international tourists we have to book the hotel and provide other essential services in advance. When everything is cleared through various formalities and legal procedures for visit of tourists in the state, the bandh calls in state including in Tirap, Aalo and in Capital Complex have compelled me to cancel entire tourist programme. It not only creates a negative impact in the tourism industry, but also badly affects the income of unemployed youths who are working as tourists guide, hotelier, taxi driver.
On the other hand tourists who are unable to visit our state due to bandh pass the negative information to their friends who are interested to visit Arunachal. As a result the flow of tourist arrival decreases unexpectedly.
Hence, I do appeal my youth friends of the state let fight the injustice in other ways such as hunger strikes, peace procession or through legal action but not through bandh calls as it not only hampers tourism industry but other economic activities of the state too.

Please come closer for mutual understanding
Dear Editor,
I would like to request both the ANYA presidents (Taring Mama and Achung Yumlam) not to go to the media/press further in the name ANYA as the media can not bring any solution to the issues. Rather, I request ANYA leaders for peaceful negotiation with all the Nyishi intellectuals like NES, NFC and ANSU for amicable solution to the issues. Every Arunachalee citizen knows about the derogatory remarks against the Nyishi community which was appeared in Times of India on May 4. Therefore, it is my personal request to both of you in particular not to go to media and have a mutual discussion on the matter in democratic ways.
I also appealed the entire Nyishi community in particular and civil organization in general to come out openly in support of the movement being launched by All Nyishi Students Union for justice and not to carried away by the vested interest leaders.
