CGC free training prog

ITANAGAR, July 5: The eleven months free special coaching programme on Typewriting and Shorthand, general knowledge, general English and basic computer course for SC/ST candidates begun at Commerce Tutorial and Science Tutorial, Itanagar recently.

Altogether, 110 candidates are undergoing the training course sponsored by Director General of Employment and Training, Ministry of Labour and Employment, GoI.

On the inaugural day, Sub Regional Employment Officer, CGC for ST/SCs, Naharlagun Olom Talom advised the candidates to regularly attend the cl-ass and get maximum benefits from the training.

He further informed that Mock interview, career Mela/talk, pre-recruitment traing and individual guidance will be provided by the CGC near future.

 

Pacha Hydel project restored

Seppa, July 5: Pacha hydel project, which was lying defunct due to damage in feeder channel and cracks in various parts of the channel, has been restored on July 2 thus ending a two-month-long power crisis in East Kameng district.

The people of Seppa township were reeling under the sauring temperature of summer due to erratic and non  supply of electricity in the whole township for months.

Assistant Engineer Hydro Power, Darmer Ete informed that there was a major damages of about 30 meters in the feeder channel which have been re-mended now. Apart from this all the small cracks in various part of the channel and some holes have also been repaired. DIPRO

 

PIO asked to pay compensation to a complainant

ITANAGAR, July 5: While hearing a complaint lodged by one Toko Nikam against PIO of SP office Ziro for delay in furnishing information, the Arunachal Pradesh  Information Commission in its order on June 30 has directed  the SP office Ziro to pay compensation of Rs 25, 000 to the complainant within a month’s time. The PIO had delayed in furnishing the information sought by 71 days.  However, liberty is given to public authority (SP office Ziro) to take recourse of judicial review under Article 226 of Indian Constitution, if so advised.

Arunachal celebrates Dree with

traditional fervour

ITANAGAR, Jul 5: The Apatani community of state today celebrated Dree - the major harvesting festival with much fanfare throughout the state today. Chief Minister Jarbom Gamlin extended his greetings to the entire Apatani community on the occasion. He wished that the Dree festival would bring with it prosperity, peace, communal harmony and a good harvest in the year ahead.  Gamlin said festivals are a way to keep our culture intact and are occasions where we connect again to each other in the middle of the hectic lives that we lead today. Let this Dree Festival of 2011 be always remembered as a way of re-lighting our respect for our traditions and our ancestors, Gamlin added.

Conveying his apologies to the Dree Festival Celebration Committee, Ziro for not being able to attend the celebration due to the Planning Commission Meeting at Guwahati, the Chief Minister in his message to the Committee, said:  “I would like to commend Padi Richo and all the members of the Festival Committee for putting this event together. It is indeed a sign that our vibrant culture today survives against all odds. My best wishes and goodwill have been there, and will always be there with the people of Ziro”.  In the capital, main celebration took place at Dree ground, Papu Nallah. Large number of citizens including people from other communities turned up to witness the grand Dree celebration.

Colourful cultural programmes bewildering the audience were presented during the day. Parliamentary Secretary Lokam Tassar was the chief guest for the day whereas PPA MLA Kumsi Sidisow was the guest of honour. Also present was Techi Kaso, local MLA and chief patron of Capital Complex Dree Celebration Committee.

In his address chief guest Tassar advocated for inter-tribe marriage to bring in unity among Arunachalee tribes. He also praised Apatani community for their excellent performance in every walk of life including career, study and preservation of rich culture and language.

At Ziro, Power, Environment and Forest and Parliamentary Affairs Minister, Setong Sena attended the 44th Central Dree Festival Celebrations of the Apatanis as chief guest at Hija Dree Ground, Ziro.

In his address on the festive occasion Sena said “our state is not only blessed with nature's bounty but also by various tribes which adds to the colour of Arunachal.   

Describing the historical evolution of Arunachal since the days under union territory, Sena said “We have achieved a lot in the span and today we have a young breed of Arunachalees who are ambitious”. Despite being the one of the youngest states of the country, we have made much strides in the past 25 years and is ready to be one of the leader states, he said. Sena, however, added that we need to do much more before being satisfied on our achievement.

Stressing the need to preserve own culture, the minister further said “we have to keep alive our tradition in this world of rapid modernization.” Change is inevitable but change should not be negative, he said and called upon the citizens to be rooted in the culture.

While appreciating the Apatanis for upkeep of nature, the minister said that  forest cover need to be maintained in the state.

Emphasizing on planned growth, the minister called for joint effort of forest-agri-horti depts to maximize the resources scientifically.

While responding to a memorandum submitted by Ziro MLA Padi Richo, the Minister assured to take up the demand for creation of wildlife division at Talley Valley and  a biodiversity hotspot near Ziro in the next Cabinet meeting. He further assured to take up the demands  for construction of a multipurpose sports complex at Ziro, and establishment of Indira Gandhi Medical Science University with the ministry concerned. He also assured to look into the construction of the SE Power Office building and a 33 KV sub-station at Ziro on priority.

Arunachal Pradesh Chief Minister, Jarbom Gamlin, who could not attend the celebrations due to official engagement donated Rs. Seven lakh to the organizing committee of the festival.

Local MLA and Parliamentary Secretary, Land Management Padi Richo, who is also the Chairman of the Central Dree celebration Committee, while submitting a four point memorandum to the Minister profusely thanked the Chief Minister, Jarbom Gamlin, and Setong Sena for extending their best cooperation and support to the people in celebrating the festival in a very Grand manner.

Secretary, Information and Public Relations, LM& CA, and Supply and Transport, Ajit Srivastava, Secretary, Sports and Youth Affairs, DS Pandit, DC Nila Mohanan, SP Pushpendra Kumar, Ex-MLA Nani Rebia and District heads of Departments, Panchayat leaders  were present on the occasion.

At Daporijo, MLA Tapen Siga and DC Ameya Abhayankar participated the Dree celebration as chief guest and guest of honour respectively. There was a colourful display of traditional and modern Apatani dances.

While lauding the Apatanis for their traditional agricultural activities in the Ziro Valley, Siga said that  such festivals help up to promote  peace, harmony and unity in the society.

At Anini, Apatani community celebrated Dress festival with pomp and gaiety. MLA cum Parliamentary Secretary , RD & Panchayati Raj, Rajesh Tacho was the Chief Guest on the occasion.

We have many colourful festivals of various community on agricultural activities and  all this  festivals bind us all in one thread, said Richo in his address.

Underscoring  the  need to preserve culture and tradition,  the chief Guest emphasized on preservation of rich cultural heritage.

B. Nime, a senior of the community highlighted the mythology of the festival. Day-long Dree celebration witnessed many colourful cultural and sports events and melodious traditional song from senior members of Apatani community of Anini.

At Tezu,  Parliamentary Secretary, transport cum local MLA Karikho Kri  was the Chief Guest of the Apatani Dree festival which was celebrated in Tezu.

Apatanis are one of the foremost tribes in Arunachal Pradesh who are endowed with socially and culturally rich heritage, Kri said. He requested the Apatani community to contribute in the advancement and development of his  society.

Dc R K Sharma, who was the  guest of honour, appreciated the Dree organizing committee members for making this kind of celebration a success. He assured all possible help from district administration in time of needs. Govt officials and PRI leaders also participated in the Dree festival celebration.

 

PM showers praise on Anshu

NEW DELHI, July 5: Prime Minister Dr Manmohan Singh showered praise on Everester Anshu Jamsenpa for creating world record in mountaineering by conquering Everest twice within 10 days.

“You have made whole of India proud. I am amazed that being a mother of two you have made it to the top of the world twice in a span of 10 days,” Prime Minister told Anshu, who called on him along with Arunachal Mountaineering  and Adventure Sports Association (AMASA) president Tsering Wange at 7 Race Course New Delhi today.

The Prime Minister also extended financial grant to Anshu to meet expenditure during expedition from his Relief Fund.

Responding to a request made by AMASA  president to consider Anshu for  national award, the Prime Minister  advised the Association to submit details of her achievements with bio-data to PMO and Union Ministry of Youth Affairs for consideration. The Prime Minister assured to take up the proposal for opening of Arunachal Himalayas for Mountain Climbing & Expeditions to explore the yet unexplored mountain peaks with the appropriate authority for early consideration. Singh further assured to consider Anshu as brand ambassador of ‘Incredible India’ campaign and any other National/International sporting event from Arunachal Pradesh as proposed by AMASA.

While appreciating the proposal for establishment of  Rural Tourism Training Centre in Arunachal Pradesh,  the Prime Minister  said such  proposal should be routed through the Ministry of Tourism.

However, Singh diplomatically avoided to give any comment while he was requested for taking  initiatives for opening border trade routes including Stillwell route between Eastern Arunachal (Pangsu Pass) and Myanmar, Tawang and Tashigang (Bhutan) road, Indo-Myanmar road via Moreh (Tamu) and the Tawang to Tibet (China) old trade route.

 

Tuki pleads for fund under RAY

ITANAGAR, July 5: PWD & UD Minister Nabam Tuki met Union Minister for Housing and Poverty Urban Poverty Allevation(HUPA) Kumari Selja, today and urged the Union minister for sanctioning Rs. 300 crore under Rajiv Awas Yojana for housing, sanitation and solid waste managements etc. in Itanagar capital area

Besides, Tuki submitted letter for sanctioning of schemes on various project proposals for construction of Shopping Complex and Women’s Hostel at six towns of Arunachal Pradesh viz. Changlang, Aalo, Bomdila, Longding, Daporijo and Miao. Meanwhile, the Union Minister assured for considering the all the schemes of the state on priority basis. PRO to Nabam Tuki  

 

UG groups running parallel

ITANAGAR, Jul 5: NSCN problem has become synonymous with Tirap and Changlang districts in the last few years.  Both the factions of NSCN are active in two districts and carry out extortion from local citizens and government employees.  They have spread their wing to other parts of state and it is widely believed that many rich businessmen and senior officers of Itanagar pay protection money to both factions of NSCN. However it is in Tirap and Changlang where they have strong presence.

It was from the year 1997-98 when NSCN problem became very serious in the twin districts. As per the version of local villagers, it was NSCN (K) which first arrived in Tirap followed by NSCN (IM). Initially they started wooing local citizens by offering them dream of better future as part of greater Nagalim and by providing some basic facilities. As days turned into years, turf war started between both factions of NSCN over the area of influence. Today, UG group dictates every term and are virtually running parallel administration. They collect all sorts of taxes from local villagers, businessmen and govt employees. Some of the taxes collected by them include house and soul tax. Govt employees have to give 2% of annual salary as tax whereas contractors give 10% of profit to them. They believe that they protect soul of local villagers and therefore collect soul tax of rupees 2 per head.  

Taxes are being collected by both the faction of NSCN. In fact as per the highly placed source, Tirap and Changlang generate highest revenue for UG groups. Various cadre of NSCN from other states jostle to get posting in these two districts. While talking to this journalist one local citizen of Khonsa informed that though many local Arunachalee join NSCN, they never get the so called “plum posts”. “We get to hear that the higher ranks are reserved for outsiders and Arunachalee cadres remain only in lower rank. Also when factional fight breaks out, only local lower rank Arunachalees fight among themselves and those coming from outside keeps away,” shared one villager.

The local citizens are also worried about concentration of outsider in parts of Tirap. The Poakkoam village situated along Khonsa-Hukanjiri road is now considered as mini-Nagaland. Number of citizen from Nagaland who arrived here to work in missionary school after getting married to local Arunachalee girls have since then settle down here.

“We are not against those people who have made Poakkoam village as their home. But at times we are worried about consequences we may have to face for letting them settled here. Chakma refugee is classic example of how settlers become masters. We don’t want similar situation in our district. We also feel that UG groups are encouraging them to settle here for their benefit,” said a villager of nearby Khonsa town.

The most traumatic part for local villagers is to be caught between UG groups and army. “When UG people come to our villages, we have no choice but to shield them from army by putting our own life at risk. If we don’t listen to UG people they kill us and if we protect them army torture us. Both ways our life is at risk,” informed a villager. Such chaotic situation along with underdevelopment and poverty has made life miserable for the citizen of Tirap.

 

UNO calls for effective mechanism to tackle law and order situation

ITANAGAR, July 5:  The United Nyishi Organization expressed its serious concern over the increasing deteriorating law and order problem in the state capital, which needs to be addressed on priority basis.

“The people of the state capital have been facing a state of lawlessness” the UNO said, adding, ‘criminals are roaming freely in capital as there is no effective mechanism to give exemplary punishment to the criminals.

‘Law and order scenario is going from bad to worse’, this is evident from the planting of a pistol and bomb in the car of RTI activists and accused was let off on bail by the judicial magistrate, arrest of few anti social elements by Naharlagun Police on 29th of June 2011 with some prohibited bore rifles like 9mm pistol and Chinese made. 351 assault rifles and some live immunizations from their possessions and let them off easily are some of the examples, which shows that state capital is no more safe for common people. It said that all illegal arms and ammunitions are easily available and anybody can be executed by the anti social elements at any point of time.

The law and order situation in Tirap and Changlang on records and beating of Amjad Tak, Deputy Commissioner, Aalo, West Siang District, that too in the district of chief minister are yet another example of complete lawlessness.

The UNO expressed surprised that as to how the home minister and the chief minister are maintaining silence on such deteriorating law and order situations in the state.  

“The UNO, therefore, demands the resignation of Home Minister and Chief Minister on moral grounds, since they failed to deliver justice and protect the citizens from the anti-social elements and arrest the law and order problem in the state,” the UNO said.

The UNO also severely criticized the opposition political parties in Arunachal Pradesh for not playing their role.

“The opposition political parties seem to be mute spectators on the whole issue. Instead of raising voice against the deteriorating law and order problems, they are just silent on it. It demanded dissolution of their state bodies, if they can not play the role of a proper opposition.

 

Village chief rubbishes AR statement

ITANAGAR, July 5: While rubbishing the statement of 19 Assam Rifles, Khonsa on June 27 denying ill treatment to Khela Village chief T Lowangdong and accusing him as sympathizer of NSCN (IM), Lowangdong, who is also the head chief - known locally as Lowangdong - of Hahkhunthung villages that consists of nine villages, in a release claimed that he was summoned by AR for reasons unknown on June 25. When he reached the AR camp he was physically assaulted by the Major with a cane stick. He then lodged a complaint against the responsible officer at Khonsa Police Station after undergoing a medical examination at the District Hospital.

Earlier, 19 AR in a release issued on June 25 had claimed that no innocent individual has been picked up or interrogated by AR. Denying torture to Lowangdong, the release further said, Lowang was called on June 25 for formal interaction at Bn HQ, Khonsa and after interrogation he was sent back. AR, however,  said that they had to call Lowang as he is a sympathizer of NSCN (IM) group.

On 27th June 2011, a meeting was organized by the All Tirap Students’ Union (ATSU) and the Nocte’s Women Organization (NWO). After the meeting at Khonsa Circuit House Conference Hall, the ATSU  and NWO submitted a memorandum to the DC and the DC had assured to speed up for registering a case against the responsible officer of AR, Lonwangdong said adding on the same day, the public of Khonsa Township  registered their  protest by closing the entire market area.

According to Lowangdong, the 19 AR Commanding Officer called the students and women leaders to meet him to resolve the matter mutually. He had also reportedly admitted his officer’s guilt and assured to seek apology from the Khela Chief.

However, Lowangdong claimed that the same day the 19th AR gave a contradictory press statement alleging him of being involved in unlawful activities with the NSCN (IM).

 

Effa gives priority on Multi-purpose indoor stadium

ITANAGAR, July 5: Newly appointed chairman of Sports Authority of Arunachal Tungri Effa  assured the Arunachal Olympic Association (AOA) to take up the issue of construction of Multi- Purpose Indoor Stadium in Capital Complex with Govt on priority basis. Effa gave the assurance while responding to a request made by AOA during his maiden visit to Directorate  of Sports and Youth Affairs yesterday.

Effa further said that he would leave no stone unturned for development of sports sector in the state.

The AOA team led by Secretary General G Doke, also discussed various issues related to development of the sports in Arunachal besides apprising him of the grievances faced by the various sports bodies in the state due to financial constraints.

AOA meanwhile thanked the Chief Minister for appointing Effa as Chairman of SSA and hoped that under his able leadership the sports sector would achieve new height.

 

Posting of ‘under scanner’ officer opposed

ITANAGAR, July 5: The Social Reforms  and Anti-corruption Activists’ Association (SRAAA) has opposed the transfer of the Surveyor of Works (SW) from the office of the Central Zone Chief Engineer, Itanagar as Executive Engineer of Gensi PWD Division.

The Association said that a complaint was lodged against the said officer during his tenure as Executive Engineer at Aalo Division for alleged misappropriation of FDR funds. Accordingly, investigation  by vigilance department is under process against the said officer, the Association said and questioned how a ‘accused’ officer can be transferred without finalization and submission of the vigilance report.

“It is utter violation of 1(f) and 1(c) of Guidelines of Government of Arunachal Pradesh circulated vide Memo No Apptt-19/90 dated 2-6-1998 issued in connection with posting of officers,” the association claimed. The association  said that instead of taking action as per guidelines, the officer was rewarded with posting.

 

DDMPCS distributes mosquito nets to poor, widows, BPL families

ZIRO, Jul 5: Diilyang Diibu Multipurpose Co-operative Society Ltd. (DDMPCS), Ziro in collaboration with Diilyang Diibu Farmers Club (DDFC), Khoter in a function held at Hija village distributed mosquito nets to orphans, widows and BPL families on July 3 last to prevent malaria disease.

Many poor and BPL families of the village have been benefited from free distribution of mosquito nets.

Chairperson DDMPCS Nani Jailyang, advisor Taku Piliya and other executive members of the society arranged the function and were present.

 

The significance of Dree festival

Dree - one of the most significant festivals is celebrated enthusiastically on 5th and 6th July every year by the Apa Taniis, the indigenous residents of  the beautitul Ziro valley.

Informally, it is celebrated from 4th to 7th July by the Apa Tanii people. This seasonal festival is celebrated colorfully with traditional fanfare basically to receive blessings from divinities for all sorts of protection to the crops so that granaries of the people are fully filled with the produces after rich harvests. Now Dree in its modernized form is celebrated by the Apa Taniis everywhere even outside Arunachal Pradesh.

It is enthusiastically celebrated in places like Delhi, Shillong, Guwahati, Kolkata (Calcutta) and other places. It fosters love and affection, unity and brotherhood leading to national integration. Infact, Dree is celebrated both for bumper harvests and  bringing love and affection, unity and integrity and fraternity and fellow-feeling as well as to ensure peaceful, harmonious and prosperous  and disease-free world.

The Dree festival helps in promoting traditional dresses and costumes, ornaments and jewelries, arts and crafts, songs and dances, foods and drinks, folklores and sacred literatures, games and sports and moral and human values. It helps us to preserve our rich cultural heritage and also to revitalize our age-old festival.

The festival also attracts domestic and international tourists and promotes tourism which generates revenue for the Government. Besides, literary and academic activities, cultural and sports (both traditional and modern) capabilities are also duly encouraged through appropriate incentives.

In a way, this festival is a perfect platform especially for the upcoming youngsters to showcase their talents in various fields. This festival is also a nice occasion to make friendship and bring goodwill to oneself from others and as also to show regard and respect to one's elders and priests. It is also a suitable occasion and opportunity to invite guests to not only in festival celebration ground but also in one’s house as a token of goodwill and friendship. It would not be out of place to mention here that it is an appropriate occasion/opportunity to learn/display oratory, leadership, team spirit and organizing skills.

Moreover, it is a very good opportunity to test one’s entrepreneurial skill and earn a few bucks with all dignity. APPDSU to approach Govt on school

ITANAGAR, July 5: All Papum Pare District Students’ Union (APPDSU)has unanimously decided to take up the alleged land encroachment issue of the Govt. Mani Middle School by taking into consideration the ‘gravity of the prevailing situation’ as well as in the greater interest of the school fraternity.

The decision was taken on being received a complaint from the school authority, APPDSU said in a release adding that drastic legal action and other necessary steps would be taken against those people involved in the illegal land encroachment issue.

It regretted that even the School Managing Committee (SMC), which was re-formed, especially to deal with this issue, could not find any amicable solution to this problems.

“It is shocking to learn that Headmistress of the school was allegedly assaulted in her office on January on 27, 2011 during office hours in connection with the said land encroachment issue. Subsequently on that very night a fire incident took place inside the school premises wherein the school building was about to burn down,” the release said.

Although the incident was immediately brought to the notice of office of concern Extra Assistant Commissioner no action has been initiated against any of those for the illegal act, the release said.

It is also reported that many unwarranted things are being nurtured between the teachers and students within campus of the said School which has affected the academic atmosphere of the school.

Meanwhile, APPDSU criticized the state government for being mum on the  illegal encroachment issue.

APPDSU, meanwhile, sought the cooperation of the senior citizens of Doimukh as well as the authorities concerned in bringing an amicable solution to this chronic problem.

 

AR extends logistic support to

road renovation

ITANAGAR, July 5: The Khonsa – Tinsukia road is hardly 110 km but a traveler on this road will without any doubt tell that he had the bumpiest and torturous ride of his life.

The road especially from Hakunjari to Joypore is so deplorable that even the Oxford dictionary has no word to describe the pathetic condition. Leave alone small cars, even large vehicles find it difficult to negotiate the huge fishpond – like gaping holes between Hakunjari and Deomali. Interestingly, the Khonsa- Joypore road is the lifeline of the whole Tirap district. It is needless to say that due to the poor condition of road the common people’s daily life have been hampered.

On July 2, All Tirap Student Union carried out repair work on Hakunjari – Tinsukia axis. Assam Rifles gave full support and joined hands with the student union and locals in the repair of the road. AR provided manpower, administrative support and refreshments to the people providing social service. The coordination between the security forces and the students was welcomed by the people across the district. AR said its sole aim is to restore peace, harmony and development in Tirap.

 

APCSOA condemns assault

ITANAGAR, July 5: The Arunachal Pradesh Civil Service Officers Association (APCSOA) strongly condemned the unfortunate incident that took place in the office chamber of West Siang deputy commissioner  Amjad Tak yesterday.

The reported manhandling and physical assault of a District Magistrate in his office deserves criticism in strongest terms from all quarters, it said.

“In a democratic society, every individual or group has the right to seek justice if they feel that their rights have been infringed upon or denied.”

“In the instant case, the aggrieved individual or party should have ventilated their grievances to higher authorities or higher courts if they felt that they were denied justice by the district authorities,”  APCSOA said.

“Sadly, the means of violence adopted by the individuals responsible for the incident is unbecoming of a civilized society and unprecedented in a peaceful state like Arunachal.”

APCSOA said that the incident has shaken the edifice of the DC/DM’s office which is considered to be the epicenter for justice and development in our country.

“If people start taking law into their hands and begin disobeying government authority, anarchy and violence would prevail in the land which is not at all desirable for our democratic set up,” APCSOA said, adding that the attack is not on Amjad Tak, but on the very institution of administration and administrative authority.

While expressing its solidarity with Tak and West Siang district administration, APCSOA urged the Government to conduct a discreet inquiry into the incident and take exemplary action against the persons responsible for the mishap so that such untoward incidents don’t recur in future.

 

ZPCs pleads for merger of DRDA with panchayat bodies

ITANAGAR, July 5: Zila Parishad Chairpersons of West Siang and Upper Siang, Tirap, East Kameng and ZPM of West Siang have appealed to the Deputy Chairman, Planning Commission for merger of District Rural Development Agency with Panchayat Bodies.

In a memorandum submitted to Planning Commission during the two-day regional consultation on the approach paper  for the 12th Five Year Plan at Guwahati on July 4 and 5, they said the merger would facilitate the rural development agency functionaries in implementing all SSCs at village areas  which comes under direct control and supervision of local self Govt. In this process, the need of devolution of functionaries will also be fulfilled, the memorandum said.  It further pointed out that at present DRDA is under Deputy Commissioner and ZPC is chairman of DRDA with no functional utility.

They further appealed to the chairman for implementation of the recommendations of state finance commission (SFC) and create panchayat window in the state budget and earmark an amount not less than two crores for each DPC till SFC recommendation are accepted and implemented.

It further appealed for declaration all districts of the state as backward region.

The ZPCs also extended support to 12th five year plan vision prepared by the Department of Panchayati Raj, Government of Arunachal Pradesh.

BORDUMSA, July 5: The MLA cum Parliamentary Secretary,handloom, C. C. Singpho inaugurated a Sri Sri Jagannath Maha Prabhu Mandir at Haripur Block-II village under Diyun Circle on July 3 amidst mammoth gathering of public, Govt. officials, PRI Members and devotees belongs to Hajong Community members of Diyun Circle.

While greeting the people on the occasion, he congratulated the Hajong community members in particular and people of Diyun Circle in general for having a beautiful R C C Jagannath Mandir at Haripur Block-II village which was a long felt demand of the Hajong Community of Diyun Circle. He called for a missionary approach to promote and protect rich culture and heritage and religious practice which is fading gradually due to adverse modernization and invasion of the alien religions. He also appealed the Mandir Management Committee for proper maintenance of the mandir and its surroundings.

The ongoing developmental works under his initiatives being implemented in Bordumsa and Diyun Circle also reflected in his speech. He also appealed the mass to cooperate with a government functionaries for all round development of 49-Bordumsa-Diyun assembly segment.

The said mandir was constructed at the cost of Rupees 10.00 lakh funded by C C Singpho from his MLALADS during 2010-11.

Hajong community of Diyun also joined with rest of the country and celebrated Annual Rath Yatra in a befitting way with traditional flavor and gaiety at Haripur Block-II Village under Diyun Circle.

While responding to a two point memorandum submitted by the Rath Yatra Committee regarding electrification and providing of drinking water facilities at Haripur-II Village, the Chief Guest C. C. Singpho MLA cum Parliamentary Secretary assured to redress their genuine demands favourably by taking the matter with the appropriate authorities on priority.

Dakto Riba, EAC Diyun, Keno Riba, ADC Bordumsa and R.C. Deori, ZPM Diyun also spoke on the occasion. The other highlights of the day-long programme includes exhibition on woodcrafts products, pulling of famous Jagannath Rath by the devotees/participants amidst a sea of crowds and a cultural programmes in the evening, according to an official release.

A single person can not fight against corruption in totality

Dear Editor,

This is apropos the news items published in a section of media recently wherein it was said that RTI activist and Sango Lamte Foundation chairman  Payi Gyadi  has targeted only two departments whereas 2000 illegal appointments were reportedly made in various departments.

In this regard I would like to mention here that Gyadi alongwith other seven student leaders of East Kameng had lodged an FIR against the Education Department of East Kameng on January 2. But conspirators targeted  only Payi Gyadi only in that case.

In the present case also, five persons lodged complaint in Itanagar PS regarding illegal appointments of the Inspectors of Tax & Excise and the SCOs in Febraury last. But here too, Payi Gyadi  is being threatened and conspiracy hatched to frame him up by planting explosive materials in his car. Now the conspirators pushed their sycophants to lodge so many complaints and FIRs against Payi in various places in East Kameng and Capital Complex only to harass him and divert his mind.

Only in two issues Payi has been facing so many harassment and also facing difficulties to hire a counselor. So, it is difficult for single person to fight all the said 2000 illegal appointments and other corruptions prevailing in the state.

So, I question the  like minded people, organizations of the state, instead of questioning Payi Gyadi, why they are not fighting  other illegal appointments in the state. I  would like to question, particularly various unemployment organizations as to why they are keeping mum in this issues?

I, therefore, request to all individual and  organizations to support Payi in his  fight against corruption. If anybody discourage him, then tomorrow nobody will come up to fight against corruption in the state.

Negative impacts of bandh calls on tourism industry

Dear Editor,

Every people talk about the promotion of tourism industry in the state as this will be a major industry in future which will generate employment opportunities for the unemployed youth of the state. Yes, I, being the tour operator, do agree with the point. In every debate or seminar on tourism, every participant agrees that lack of infrastructures facilities and awareness of the people are the major problems for promotion of tourism industry in the state. But being a promoter of tourism/ tour operator of the state I don't think it is a major problem.

The major problems are insurgency, bomb blast, kidnapping in other North East and bandh culture in our state.  Tourists are visiting the state to enjoy the tribal culture and to see the scenic beauty and for adventure activities. They think Arunachal is a very peaceful state but whenever there is a bomb blast in neighboring Assam, it creates a negative impact and tourists feel insecure to visit our state. Apart from insurgency problem in northeast including Tirap and Changlang, frequent bandhs by different organizations in the state is one of the major obstacles for promotion of tourism industry in the state.

To bring the tourists specially the foreign tourists in the state is not easy task.  In order to bring the international tourists we have to book the hotel and provide other essential services in advance. When everything is cleared through various formalities and legal procedures for visit of tourists in the state, the bandh calls in state including in Tirap, Aalo and in Capital Complex have compelled me to cancel entire tourist programme. It not only creates a negative impact in the tourism industry, but also badly affects the income of unemployed youths who are working as tourists guide, hotelier, taxi driver.

On the other hand tourists who are unable to visit our state due to bandh pass the negative information to their friends who are interested to visit Arunachal. As a result the flow of tourist arrival decreases unexpectedly.

Hence, I do appeal my youth friends of the state let fight the injustice in other ways such as hunger strikes, peace procession or through legal action but not through bandh calls as it not only hampers tourism industry but other economic activities of the state too.

Please come closer for mutual understanding

Dear Editor,

I would like to request both the ANYA presidents (Taring Mama and Achung Yumlam) not to go to the media/press further in the name ANYA as the media can not bring any solution to the issues. Rather, I request ANYA leaders for peaceful negotiation with all the Nyishi intellectuals like NES, NFC and ANSU  for amicable solution to the issues. Every Arunachalee citizen knows about the derogatory remarks against the Nyishi community which was appeared in Times of India on May 4. Therefore, it is my personal request to both of you in particular not to go to media and have a mutual discussion on the matter in democratic ways.

I also appealed the entire Nyishi community in particular and civil organization in general to come out openly in support of the movement being launched by All Nyishi Students Union  for justice and not to carried away by the vested interest leaders.
